Improved Sim Time Controls

The simulation time controls have been redesigned for clarity and ease of use. The previous single inline editor has been replaced with two focused dialogs, opened from calendar and clock icon buttons in the sim time context bar.

Date dialog (seed editors only): Displays a day selector using a MAR-style button list (Today, Admission, T-1, T-2, etc.) with an "Add One Day" action. Seed editors can move freely forward or backward in time.

Time dialog (all users): Replaces the raw HHMM text field with separate hour and minute inputs and ± increment buttons. Students are limited to advancing time only — they cannot go back.

Both dialogs include save/reset controls with change detection, ARIA labels and live regions for accessibility, and correct z-index layering above MAR table content.
